O for the whisky stowp — The rowsy-towsy whisky stowp.

[Nonce reduplicative formation poss. based on row, a tumult. Cf. Eng. rowdy-dowdy, rough and noisy and †rousey, disorderly. For the second element cf. towsie, rough, shaggy, rollicking.]
