The tide is beginning "to brust," meaning "to ebb."

2. n. The ebb.Sh. 1908 Jak. (1928):
De b[rust] o' de tide, turn of tide at the setting in of ebb.

[Jak. classes it with Norw. brusta, to force one's way or to push forward, and quotes de brakin o de water = beginning of ebb.]
